A permanent position leading the National Planning team within our Strategy and Performance Directorate, Organisational Strategy and Capability Development Branch based in our National Headquarters in Wellington.

About us

Fire and Emergency New Zealand was established on 1 July 2017 under a new law, bringing together 40 firefighting organisations around the country and around 14,000 people. Since then we have been building a unified fire and emergency organisation that has capability to serve New Zealand’s communities now and into the future.

We respond to a wide variety of emergencies including motor vehicle accidents, medical emergencies, dealing with hazardous substances, severe weather events and natural disasters. We work to reduce risk to make our communities safer, through fire safety campaigns, research, and by providing advice on the Building Code.

About the role

The Manager Planning leads a small team, responsible for our national planning frameworks and processes across the entire business. This manager leads our national business planning and local planning functions and also leads a national risk resource modelling (NRRM) framework. NRRM helps inform how we plan for future allocation of resources and capability in communities.

We are looking for an experienced Manager Planning, who can work at a national level, to:

  • design and lead the framework for national business planning, and its implementation across Fire and Emergency
  • design and lead the framework for local planning at Fire and Emergency, and its implementation
  • lead a multi-year process to improve planning maturity across the organisation
  • ensure the planning processes link with the organisational strategy processes to deliver an integrated view of the activities the business will undertake and investments that we need to make, to help us achieve the organisation’s outcomes
  • oversee continual development of the NRRM framework and modelling so that it is sustainable, rigorous, comprehensive, and designed to meet Fire and Emergency’s current and future resourcing and capability needs
  • effectively lead a small team of Principal/Senior advisors to deliver these national planning outcomes across the organisation.
  • This role requires in-depth planning knowledge, demonstrated experience leading planning across an organisation, designing and leading planning frameworks, and strong interpersonal and communication skills to engage and build rapport across the organisation. The role will manage four direct reports and may also manage short term contract resources in the team, if needed for specific projects.
